Llamamiento internacional del PCHR (Centro Palestino de Derechos Humanos), publicado el 9 de diciembre, Día Internacional de los Defensores de los Derechos Humanos, para que se proteja a los defensores de estos derechos que trabajan temas relacionados con Palestina. Recordando el 9 de diciembre como el Día Internacional de los Defensores de los Derechos Humanos, las organizaciones abajo firmantes elogian el trabajo de todos los defensores y defensoras de los derechos humanos que trabajan por la justicia a nivel mundial, se solidarizan con ellos y destacan el caso de individuos y organizaciones que trabajan en Palestina. Los defensores de los derechos humanos que trabajan en los derechos humanos palestinos en todo el mundo se enfrentan a amenazas cada vez más intensas y son cada vez más señalados por su trabajo.
Los defensores de los derechos humanos que operan en Palestina utilizan una variedad de métodos no violentos para llamar la atención sobre las violaciones de derechos humanos israelíes y buscar la rendición de cuentas. Sin embargo, cada uno de estos métodos se enfrenta a actos de represión e intimidación por parte de Israel.[i]. Las manifestaciones pacíficas semanales en toda la Cisjordania ocupada son habitualmente recibidas con la fuerza por el ejército israelí. Hashem Khader Abu Maria, de 45 años, coordinador de la Unidad de Movilización Comunitaria de la ONG Defence for Children International, fue asesinado a tiros por las fuerzas israelíes mientras participaba pacíficamente en las manifestaciones semanales en julio de 2014. Defensores de derechos humanos que buscan monitorear y documentar las violaciones de los derechos humanos, incluyendo los abogados que buscan representar a sus clientes, tienen el derecho a la libre la circulación y el acceso a las víctimas impedido, y corren un mayor riesgo de ser arrestados y detenidos debido a su trabajo.[ii].
Las organizaciones palestinas de derechos humanos que presentaron informes a la Corte Penal Internacional (CPI) durante su examen preliminar sobre Palestina se han enfrentado a amenazas aún más extremas. Las organizaciones palestinas Al-Haq y Al-Mezan han registrado amenazas de muerte a su personal y también han sido blanco de una campaña más amplia que intenta desacreditar y desestabilizar a sus organizaciones. [iii] Estas campañas han incluido la piratería de correos electrónicos, amenazas e intimidaciones por teléfono al personal de las organizaciones y presiones ante los donantes de las mismas. Todos estos esfuerzos de Israel solo buscan amedrentar a las organizaciones de su principal trabajo de defensa de los derechos humanos. Aunque la Oficina del Fiscal de la CPI haya reconocido estas amenazas, han persistido estos actos de intimidación con total impunidad. [iv]
Los defensores de los derechos humanos que abogan por cuestiones relacionadas con Palestina en Estados Unidos y Europa también se enfrentan a una intensificación de la presión por llamar la atención sobre las violaciones de los derechos humanos israelíes. [v] Israel ha tratado la llamada palestina a participar en campañas no violentas de boicot, desinversiones y sanciones (BDS), dada la ausencia de rendición de cuentas por las violaciones de Israel del derecho internacional, como una “amenaza estratégica”, y la ha combatido con medidas cada vez más coercitivas y punitivas, tanto en Palestina como en el mundo entero.[vi] En los Estados Unidos, instituciones e individuos que están impulsando la campaña BDS, han sido objeto de hostigamiento por internet, vigilancia, amenazas a su seguridad física, amenazas de muerte y campañas de intimidación que los calumnian como partidarios del terrorismo o antisemitas, abriendo incluso medidas de investigación criminal y penales por sus actividades de protesta. Las medidas en los EE.UU. apuntan a penalizar la defensa de los derechos de los palestinos y la participación en BDS. [xiii]
Estos ataques pretenden silenciar y socavar cualquier resistencia a las políticas ilegales de Israel y no deben considerarse aisladamente. Deben examinarse en el contexto más amplio de la impunidad de Israel, así como en el fracaso de los Estados para responsabilizar a Israel por la comisión de crímenes internacionalmente reconocidos.
Los ciudadanos y las organizaciones tienen derechos reconocidos [xiv] a nivel internacional y nacional para involucrarse en medios alternativos de rendición de cuentas y de defensa de la justicia para los palestinos. [xv] Nuestras organizaciones subrayan la universalidad de los derechos humanos, incluido el derecho a participar en actividades pacíficas contra las violaciones de los derechos humanos y las libertades fundamentales , [xvi] por lo que hacemos un llamamiento a los Estados para que protejan a los defensores de los derechos humanos que trabajan en asuntos relacionados con Palestina.
